I think the issue here is you're introducing "citizenship" as an intermediate variable. Rights of residency predicated on citizenship which is in turn predicated on parents' rights of residency is I guess shifting the focus from place-of-birth to colour-of-passport, but I'm not sure it's a moral improvement.
